If you use “change user /install” or “All users begin with common application

settings” from the Add/Remove Programs wizard, Terminal Server addresses this

issue for you. When you enter install mode, the state of the Current User start

menu is captured.

When you finish installing the application and return to execute mode, the Current

User start menu is compared to the saved state. Any additions or changes are

moved from the Current User start menu to the All Users start menu. Additionally,

each shortcut that is moved has read access added for group Everyone.
